TII Launches Specialist Heritage Works PIN as part of MetroLink's Programme of Enabling Works

Transport Infrastructure Ireland (TII) launches a Periodic Information Notice (PIN) for Specialist Heritage Works for MetroLink's programme of enabling works.

This notice serves as a Prior Information Notice (PIN) and is not a call for competition. Transport Infrastructure Ireland (TII) is intending to invite submissions from companies and organisations possessing the necessary expertise and capacity in the provision of Specialist Heritage Works for MetroLink.

In advance of any potential competitive procurement process, TII would like to invite the market to complete an initial Market Sounding Questionnaire (MSQ) which will be used to seek insights and feedback from the market with experience or interest in the potential opportunity. This engagement is purely exploratory to inform the proposed procurement approach and not does not form part of a formal procurement process.

To successfully deliver MetroLink, and before the MetroLink main infrastructure works contracts commence, TII plan to execute a programme of Enabling Works contracts designed to clear a path for the main works contractors, to ensure that the proposed main work site areas are free from existing heritage items (for storage/replacement).

It is anticipated that the Specialist Heritage Works will seek to procure a supplier to deliver the end-to-end delivery of Specialist Heritage Works for a term of up to 12 years.

The delivery is anticipated to include execution of Specialist Heritage works and associated services, including the following:

· Preparatory works: Obtaining of relevant permits required to complete works and scheduling of surveys.

· Dismantling works: Carrying out of surveys across required sites, dismantling and removal of heritage constraints at each location.

· Transport & Storage: Transport of heritage constraints from site to secure storage facilities, cataloguing and tagging of heritage constraints.

· Repair and Conservation: Cleaning, repairing, adaptation, conservation or fabrication of individual heritage constraints.

· Reinstatement Works: Reinstatement of heritage constraints.

This process represents a preliminary step toward the potential initiation of a formal tendering process. It should be noted that this notice does not signify a commitment to procurement. Any specific procurements stemming from this notice will be duly advertised in the future. Transport Infrastructure Ireland does not require a response to this Prior Information Notice.

For further information on the MSQ, please direct Expressions of Interest to supplychainmetrolink@tii.ie with the subject heading “Specialist Heritage MSQ”. The deadline for submitting MSQ responses is 13/01/2026.
