Transport Infrastructure Ireland (TII), on behalf of MetroLink, is issuing contract notices for the M14 Utilities and Enabling Works Framework.
The M14 Framework, established under the NEC4 Framework and suite of contracts, is designed to support the delivery of the M100 Advanced Works Programme and the wider MetroLink Programme.
The NEC4 Framework will initially run for four years, with options extending up to a maximum duration of 12 years, through a subsequent renewal of a further four years, plus up to four additional one-year renewals. The 12-year duration is essential to support the MetroLink programme and align with the M400 and M500 contract durations.
Director of Transport Planning & Investment at the National Transport Authority, Hugh Creegan welcomed the issuing of contract notices for the Framework, saying: "This milestone helps lay the foundations for thousands of jobs and represents a great opportunity for SMEs to get involved with MetroLink from the outset, building strong and lasting relationships as the programme progresses.”
Meanwhile, CEO of TII, Lorcan O'Connor said the lengthy duration of the Framework was a strategic planning move that will benefit long-term public transport planning.
"This supports continuity, innovation and value for money over the coming years, while enabling TII to leverage these arrangements for Luas network projects where appropriate," he said.
Seán Sweeney, MetroLink Programme Director said the scale and complexity of MetroLink requires sustained collaboration with utility providers, local communities and industry partners.
"Through this framework, we will be able to engage experienced contractors to carry out essential works such as site clearance, demolition, and the diversion of utilities in a coordinated and timely manner. We are looking forward to building important relationships with these skilled SMES with mutual benefits," he said.
The scope of works for the M14 Framework will comprise of five lots and is expected to include the following:
Each lot under the Framework will include elements of the above scope. While the above Frameworks are predominantly set up for the MetroLink project, TII reserve the right to utilise these arrangements on other TII Luas Network Projects that are of a similar scope and nature.

For the procurement of the M14 Utilities and Enabling Works Framework, the Contracting Authority intends to select and appoint tenderers as follows:
Applicants must note that they are permitted to apply to a maximum of three lots under the M14 Utilities and Enabling Works Framework. TII will be staggering the procurement for the five lots under the Framework Agreement.
Call off contracts under the M14 Utilities and Enabling Works Framework will be awarded primarily through mini competitions among the Framework Contractors appointed to the relevant lot.
