M100 Enabling Works ​

Transport Infrastructure Ireland (TII) launched a Periodic Information Notice (PIN) on 19th May 2025 for the MetroLink Enabling Works programme.   ​

The Enabling Works are designed to clear a path for the main infrastructure works contracts. This approach will ensure that the site areas are free from risks such as existing utilities, archaeology, heritage items (for storage/ replacement) and buildings currently occupying station locations etc. to the largest extent possible. ​

The programme of Enabling Works comprises the establishment of a suite of framework agreements and qualification systems to facilitate the procurement of enabling works which will commence in advance of the main infrastructure works contracts (civil engineering, tunnelling and stations). 

To deliver the Enabling and Advance Works for MetroLink, TII intends to establish three no. multi-party framework agreements, and two no. qualification systems as shown below; 

Expected Timeframe

Call-off contracts are currently being developed for each of these frameworks and qualification systems and will be procured as scheduled throughout the lifetime of the MetroLink Programme ​

The Enabling Works programme is being procured via procedures which will encompass the issue of a Contract Notice and the issue of pre-qualification documents for the frameworks and qualification system questionnaires for the qualification systems.

Award of call-off contracts under the frameworks and qualification systems will not take place until a Railway Order is Operational, and Approval Gate 2 has been achieved in accordance with government published Infrastructure Guidelines.

Future Packages ​​

M400 Design and Build Civils Works Packages ​

Two M400 contracts will provide design and delivery of metro tunnels, stations and structures, track, shafts, river and road crossings, surface and other civil works. The scope of each of the M400 civil infrastructure contracts is expected to comprise:​

Southern Section M401 – Charlemont to Northwood: ​

  • Bored tunnels and portals, evacuation / intervention shafts. ​
  • Below ground station excavations at Charlemont, St Stephen’s Green, O’Connell, Mater, Glasnevin, Griffith Park, Collins Avenue, Ballymun, Northwood up to 35 m deep (shell and core structures). ​

Northern Section M402 - Northwood to Estuary: ​

  • M50 viaduct, surface route (retained cut, cut and cover) and at-grade sections. ​
  • Estuary Station Park and Ride Facility (bulk earthworks and site preparation). ​
  • Preparation of the Dardistown Depot site and access road. ​
  • Bored tunnels and portals, evacuation / intervention shafts. ​
  • Stations and associated logistics including Dardistown, Dublin Airport, Fosterstown, Swords Central, Seatown and Estuary.​

M500 Service Delivery Partner Packages DBFOM​

Comprising design and delivery of rail systems, rolling stock, commissioning, depot, park and ride facility and fit out of all stations including mechanical, electrical and passenger movement systems and integrated operation and maintenance of the public passenger transport service.
